The answer is letter is letter b.  Influenced by his beliefs as a Quaker, Penn also respected the Native Americans the same way he respected other Europeans who settled in the New World.  He also made sure all negotiations and treaties with Native Americans were upheld and paid them fairly during transaction ensuring a harmonious relationship between the settlers and Native Americans.
