The design for a society with limited government does necessarily assume the angelic nature of humans within said society. At what point in said society, can social perception achieve a belief system which supports the aforementioned idea? Certainly under limited government if human beings were in fact angels however that case not being true, it is much more likely in a highly centralized and realized government system that such beliefs like men are angels are to be found.

With a huge military industrial complex and the workings and tidings of patriotism embedded in the nation's dna, the empire's shadow will touch the surrounding area which the empire consumes to operate said outward concept of "limited government" at least under the guise of progress, liberty and pursuit of happiness so long as its majority populace keeps dormant and ensnared in the comfort of the daily justifications a highly centralized empire gives them to believe in ideals like limited government rather than examine reality and question the nature of their state

The quote that government is reflections on human means that those in power has character of those they are ruling on.
