The correct answer would be C) The transferred electron from lithium to fluorine provides each atom with a full outer energy level. 

You can see that the one extra electron from Lithium is being transferred to the Fluorine atom.

There can only be 2 electrons in the first shell and 8 in every other one so in order to be a more stable atom Lithium is giving its extra electron to Fluorine.
