You'd have to say that the statement is false.  It's a matter of wording.

The things called "satellites" are designed to enter orbit of something ...
usually the Earth, but it could be another body.

The spacecraft that are designed to "fly by" something and then keep going 
are usually called "space probes", not "satellites".
