Multiplying by 4, we get 2x-14=16. Adding 14, we get 2x=30, and dividing by 2, we see that x=15.

1/4(2x - 14) = 4
Divide by 1/4. (dividing by a fraction = multiplying by its reciprocal, so ÷1/4 = ×4)
2x - 14 = 16
Add 14 to each side.
2x = 30
