A major difference was that Roosevelt felt that the government spending to help people who were in economic trouble, was much more acceptable than Hoover thought it was. Hoover believed in the idea of "rugged individualism" in which people are largely responsible for their own welfare.
President Herbert Hoover was against the government role while President Franklin D Roosevelt was favoring the government intervention in order to stabilize the economy from depression situations.
Hoover do not want the only government to expand its spendings as he wanted people as well as industries to take up the responsibility for making the production and employment facilities sustaining.
On the other hand, Roosevelt initiated the program where the federal government must increase spendings to bring the confidence of citizens and increase aggregate demand through unemployment relief and poverty relief funds.
