Twenty-three nations negotiated the GATT in 1947 with the intention of using it as a bridge until a more substantial body could be created. But it took several years for it to happen, and from 1948 to 1995.
The GATT was the only multilateral agreement overseeing world commerce. A growing number of member nations met eight times during those 47 years for what were known as rounds of tariff negotiations. Average global tariffs had dropped from around 20% in 1947 to under 9% in 1994 by the conclusion of the Uruguay Round, the GATT's final conference.
