They accepted that a stronger national authority was needed and that such an authority required an independent source of revenue to function properly.  The Constitution was ratified in 1788 because it promised to  create a more powerful central government better capable of  managing a sprawling—and rapidly growing—new republic. The new constitution would promote prosperity by reducing taxes, paying off the war bonds, and expanding the money supply. Ratification of the Constitution was difficult, especially in the key states of Virginia and New York. Anti Federalists such as Virginia’s Patrick Henry favored a decentralized federal system and feared that the absence of a bill of rights would lead to a loss of individual and states’ rights. Ratification became possible only with the promise of a bill of rights.
