Which of these is an opinion?

A. UO's point is to educate people about new methods of
generating power.

B. UO spent too much money on devices for too little return.

C. UO says the project fits well with the school's other
"green" projects.

D. UO's energy savings won't help the school save money for
some time.

When talking about a fact, pointing out what the goal was (as in answer A), is not an opinion. I’m answer C, this is something the person in question said, not the person passing this info on, so it’s not an opinion. D could be considered an opinion, but B seems to be blatantly subjective.
