2.This is because in a Capitalist nation the federal government has to make there money on their own, meaning that they don't collect taxes unless they need to. Even then the state has to allow this before any taxes can be received by the federal government.
3. The national government has to request troops because each state gets troops on their own, the government can not control each individual states troops so they have to request them.
