You can make money by having a very important job. Well at least in the UK they stopped getting money from the goverment if you dont have a job, so you can't be lazy. To make a Navy for yourself you'll need a lot of soldiers to represent what your Navy is, money for sea station military, the time to build buildings and buy air crafts, lastly a license for military weopon use.
