What is the equation of the line that passes through (–2, –3) and is perpendicular to 2x – 3y = 6?

put 2x - 3y = 6 in y = mx + b form
-3y = -2x + 6
y = (2/3)x - 2
So 2/3 is the slope of this line. 
-3/2 is the slope of the perpendicular line.

y + 3 = (-3/2)(x + 2) is the equation of the line in point slope form.
