The President must do "from time to time" give to the Congress Information of the State of the Union. It means he has to give information to Congress about how things are going in the country.
As the leader of the country, a President has an important role to convey every condition of his country. This important information must be submitted regularly to the Congress.
These duties are regulated in the constitution, precisely in Article II, Section 3, Clause 1. It says:
The President "shall from time to time give to the Congress Information of the State of the Union, and recommend to their Considerations such measures as he shall be necessary and expedient."
The other tasks listed in Article II, Section 3, are the president will assist the Congress in solving problems, including meeting with the Congress at any time if there is an important matter. Besides, the President must empower all the officers of the United States, and ensures that the law is enforced fairly.
