solve one of the equations for one of the variables. then plug that into the other equation. solve.
let's solve the second equation : x = 3/2y + 13
plug it in : 4(3/2y + 13) - 3y = -2
solve : 6y + 13 - 3y = -2
3y = -15
y = -5
